Dr. Pedro holds a Ph.D. in Mechanical Engineering from Howard University. Before that, he completed an M.E. in Aerospace Engineering from the same institution and earned a B.S. in Electrical Engineering from the University of Puerto Rico – Mayaguez Campus. He has received several awards in his field, including the Outstanding Technical Achievement Award from the Hispanic Engineer National Achievement Awards Corporation in 2019 and the NASA Early Career Achievement Medal in 2013. The person also has several patents to his name.

He has extensive experience in the field of engineering. As a Flight Motion and GNC Lead at Gray Analytics, he was responsible for designing, integrating, and testing flight motion systems and associated control systems for kill vehicle (KV) and scene generation systems. He was also responsible for leading the development, design, and deployment of the modeling and simulation performance algorithm for testing the scene generation and GNC capability for a kill vehicle. At Space Lockheed Martin Corporation, he served as a lead system engineer for the modeling and simulation in the Army and Navy hypersonic program, negotiating with the customer the final contract language and budget for the weapon model, among other responsibilities. He also worked as a Senior Systems Engineer II/Section Head at Raytheon Missile Systems, leading the High Performance Simulation Team composed of six team members.

He also worked as an Aerospace Engineer at NASA George C. Marshall Space Flight Center. There, he worked as a control export representative for the control systems branch, served as GNC Deputy Technical Discipline Team (TDT), and led small teams in the development and design of small satellites. He has also written several internal research and development proposals to create inertial navigation boards, multi-core computers, and small satellites for solid propulsion. Additionally, He worked on the development of flight software and a hardware-in-loop (HIL) system for small satellites.
